What's the URL of the page containing the problem?

What steps will reproduce the problem?
1.Go to a request and add screenshot
2.Pick a image file (any .bmp) file
3.Error "Upload a valid image. The file you uploaded was either not an
image or a corrupted image". This works in 1.5
What is the expected output? What do you see instead?
What operating system are you using? What browser?
