What steps will reproduce the problem? 1.Create a review request and assign to reviewer. 2.Reviewer will open an issue on the review request. 3.Ship it is possible by reviewer when issues are open for a review. What is the expected output? What do you see instead? User should not be able to ship when issues are open What operating system are you using? What browser?
