What steps will reproduce the problem?
It's possible to create multiple groups with the same name when
local_site=None, despite the unique_together constraint.
What is the expected output? What do you see instead?
This should not be allowed, since multiple groups with the same name break
when we expect a single result.
What operating system are you using? What browser?
