What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Log in as an administrative user.
2. Navigate to Admin -> Manage -> Users
3. Hover over the "account" menu item at the top (next to "Support") and
notice that the "filter" box on the side is on top of the drop-down menu.

What is the expected output? What do you see instead?
Expected: the menu floats over all other page elements. Instead: Menu is
partially obscured by the "filter" sidebar.
What operating system are you using? What browser?
Windows. Firefox 24.0 beta.
