New issue 3103 by [email protected]: Review became private after
open->discarded->discarded->submitted state change

I have a review in Review Board 1.7.9 that people are complaining
can't be accessed - they get the error:
"You don't have access to this review request.
This review request is private. You must be a requested reviewer,
either directly or on a requested group, and have permission to access
the repository in order to view this review request."
Looking at the history it was apparently discarded twice and then
submitted. Since the final state is submitted shouldn't it be
accessible to ordinary users? The users gave the review Ship It's a couple
of days ago, and the site configuration hasn't changed as far as I know.
I've verified they're in the listed groups, and that the repository is
still publicly accessible. When they try to access the review nothing gets
logged in reviewboard.log and the Apache log just contains a 403 error.
