When diffs contain deleted files, the header for the file looks something
like this:
V Revision blahblahblah V New change
Including "New Change" and a download link for the "new" version of the
file (which is just empty). We don't show the orig revision or a download
link for it for new files, so we probably shouldn't show the new revision
or a download link for deleted files, either.
