What version are you running?
1.7.21
What's the URL of the page containing the problem?
The problem is with the rbt tool
What steps will reproduce the problem?
1. create a perforce change
2. have a .reviewboardrc file with PUBLISH=1 specified
3.Run rbt post <changenum>
4. Observe that draft review is created but not published
5. Publish only occurs if you specify the -p parameter to rbt post
What is the expected output? What do you see instead?
Expectation is that the PUBLISH=1 directive in the .reviewboardrc file is
respected.
What operating system are you using? What browser?
Client - mac os x 10.9.2
Server - review board hosted on ubuntu
