3. rbt fails to detect P4 client

Expected: p4 changelist diff posted for review on review board URL

OS: Windows 7, running from command line
Browser: FireFox/Chrome

When running rbt list-repo-types the following output is displayed:
"svn": Subversion
"git": Git
"mercurial": Mercurial
"cvs": CVS
CRITICAL: 'Namespace' object has no attribute 'p4_client'
