What version are you running?
What's the URL of the page containing the problem?
What steps will reproduce the problem?
1.Create a patch for review that includes empty files
2.push review to rbcommons
What is the expected output? What do you see instead?
The expected output would be a review that included the empty files (used
for locks or in our case, as __init__.py files that indicate python
Instead, the empty files are not included in the list of files to review,
nor pulled down with 'patch'.
What operating system are you using? What browser?
Ubuntu 14.04, Chrome 35.0.1916.153

git tracks empty files, but review board seems not to.
