What version are you running?
2.0.2

What's the URL of the page containing the problem?
It is internal network.

What steps will reproduce the problem?
1. Open Review Board page in MS Internet Explorer 10 or 11.
2. Try to submit a new request for GIT or SVN repository.
Review Board will do nothing without any messages in logs.
The following error is shown in IE debug mode: Error: Object doesn't support property or method 'readAsBinaryString'

What is the expected output? What do you see instead?
The request is created.

What operating system are you using? What browser?
Windows. Internet Explorer 10 and 11.

Please provide any additional information below.
There is no issue with the following browsers: FireFox, Chrome, Opera.
RB 1.7.25 works fine with Internet Explorer. So, it seems a regression against the previous major version.

Also I confirm the issue in RB 2.0.2: 3408: ReviewBoard 2.0.1 - RB is undefined error on IE8
