What steps will reproduce the problem?
1. set REVIEWBOARD_URL to server1 in ~/.reviewboardrc
2. set REVIEWBOARD_URL to server2 in ~/2/.reviewboardrc
3. from ~/2 execute any rbt command with debug -d option.
What is the expected output? What do you see instead?
expected:
Making HTTP GET request to server2
actual:
Making HTTP GET request to server1

Please provide any additional information below.
In rbtools/utils/filesystem.py, function get_config_paths(), line 154,
the configuration file is appended to the end of the list, rather then
being inserted in front. The correct line should be
config_paths.insert(0, filename)
