Describe the enhancement and the motivation for it.
There are times when someone takes over a patch that has been abandoned by
someone else (perhaps it was submitted by a community member but needs work
by an expert). Right now, if someone new takes over a patch, it's necessary
for them to create a new review (and have an admin close the old review).
It would be useful if they could simply update (via 'rbt post -u -r N') the
existing review.
