until after a server restart

What's the URL of the page containing the problem?
http://localhost:8080/admin/settings/storage/
What steps will reproduce the problem?
1. Set file storage setting to 'Host File System', hit save.
2. Switch storage setting to 'Amazon S3', hit save.
3. Upload a file attachment to a review request.
What is the expected output? What do you see instead?
The file attachment should have been uploaded to Amazon S3 instead of the
host file system.
What operating system are you using? What browser?
Linux Mint 17 - Chromium 37.0.2062.120
Please provide any additional information below.
Same issue if you went from Amazon S3 to Host File System... file uploaded
goes to Amazon S3 instead of Host File system.
