Describe the enhancement and the motivation for it.
Some times, the developer working on a long-running review request might
have to go out of town or on vacation. In that case, it should be possible
for the developer or some admin to change ownership of the review request
to some other person, so that they can continue to work on the review.
Currently, the other person will have to download and apply the diff, and
then create a new review requests. This way you lose the history of
previous review, in addition to the inconvenience.
