What steps will reproduce the problem?
1. Have user A create review request which lists user B under 'People' and
also adds a group that user B is a member of
2. Have user B set should_send_own_updates to false.
3. Have user B make a comment on the review request
What is the expected output? What do you see instead?
User B shouldn't get an email notification of his actions; instead an email
is sent to user B.
What operating system are you using? What browser?
