When a review (or reply to a review) is published, Review Board will send
an e-mail in both HTML and plain text. For each of the comments, the HTML
e-mail includes pretty code excerpts, but the text one only includes the
affected filename. In order to give people a little bit more context, we
should include the line numbers (probably of the new version of the file)
along with the filename.
