SVN 1.9 uses (nonexistent) for new files, not (revision 0)

1. Create a new branch
2. Add a new file
3. Try to send to Review Board
# What is the expected output? What do you see instead?
I expect the diff to be uploaded but I got an error instead.
Error:
One or more fields had errors (HTTP 400, API Error 105)
path: Unable to parse diff revision header '(.../tags/MDC-2.2.0-INT32)
(nonexistent)'
Your review request still exists, but the diff is not attached.

Ubuntu GNOME 16.04

The bug is the same as https://reviews.reviewboard.org/r/7617/ that was fixed
to Rebiewboard 2.0.x but seems to still happen on 2.5.x
