First, there's a bug in packaging so you'll need to delete the
settings_local.* files in your installed ReviewBoard directory. I'll fix
this when I get back from vacation.

Second, on Windows you'll have to pass --copy-media to rb-site for now until
we add Windows detection (also when I get back).
