Yes, I'm fairly sure it is enabled. Here are the log messages which
mod_python generates from the apache error_log

As an aside, I got a little further than the 403 Forbidden when I
tried using a <Location> directive instead of a <VirtualHost>. I ran
into trouble and gave up because I wasn't sure how to configure the /
media and /errordocs URLs. I would in fact prefer using a <Location>
directive to setup review board within an existing server instead of
creating a virtual host and a DNS entry. Is there a reference or some
docs on how to setup review board in this manner?
