Was it actually in /srv/Reviews/Catalog, or /srv/Reviews/Catalog/conf/ ?

It looks like the directories have been shuffled around, and the Apache
configuration. You should have a conf/ directory inside the site directory
that contains the settings_local.py file, and Apache should have that conf
directory added to the PythonPath.
