I fix this bug here: http://reviews.reviewboard.org/r/1505/diff/#index_header
So when You pass --repository-url "M:/" all will be ok :) Problem is
Your ReviewBoard must have configure M:/ on RB Server Side.
There was another parameter --clearcase-root which allow pickup
repository path only to generate review but it is removed now.
Hardcoded /view is mistake under Windows but under Linux all dynamic
ClearCase views is under /view so the best think You can do is  make
symlink from M:/ to /view. I hope this help.
Better solution is install Linux ClearCase under Cygwin (not Windows
version) but I don't pretty sure it is possible?
