Okay, let's figure out which of these checks is failing.

Do:

    $ sudo -u apache -s
    $ python
    >>> import os
    >>> data_dir = '/var/www/reviewboard'
    >>> print os.path.isdir(data_dir)
    >>> print os.access(data_dir, os.W_OK)

And paste the output.
