I met this problem before, if u do remenber what's your configuration, you
can login into mysql DB:reviewboard update tables like below:
UPDATE siteconfig_siteconfiguration SET settings='{"mail_host_password":
"", "cache_backend": "memcached://localhost:11211/", "aws_s3_
.....
