Doh. I'm realizing now that those command lines weren't including -f http://downloads.reviewboard.org/releases/ReviewBoard/1.7
These aren't stable releases, so you have to opt in to those install paths. Word of warning: There are some issues with bits of the UI elements in beta 2.
