I don't know why but today when I try again, review board just works under Apache 2.4.
Though I have changed the httpd.conf a little bit ealier for 2.4 syntax change to 2.2, i.e. *change "Allow from all" to "Require all granted"* (p.s. I do have changed this setting before, but without luck, so that's why I ask question here). p.s. my OS is Windows 7 -- Want to help the Review Board project?
