python-Whoosh 2.6 is not available on RHEL 7 yet. The Review Board package does not strictly need it, so in the EPEL 7 version of Review Board, I dropped that requirement.
If you're installing on RHEL 7, you'll have the best luck if you follow https://www.reviewboard.org/docs/manual/2.0/admin/installation/linux/#if-you-re-running-centos-red-hat-etc to install the EPEL 7 package instead of using easy_install.
