Everytime that I restart apache and then go to the ReviewBoard site, I am 
greeted with the screen telling me to run:

$ sudo chown -R apache "/var/www/ReviewBoard/htdocs/media/ext"

$ sudo chown -R apache "/var/www/ReviewBoard/htdocs/static/ext"


When I do this, everything works, But if I restart apache, the directories are 
always reset to being owned by root and I have to do it all again.


Has anyone else seen this problem? 


Is there something I can do to prevent this?
