Thank you.  That was just the hint I needed.  The import pysvn threw an 
error, so I had to compile pysvn from source because of our old version of 
SVN.

Using this answer as the base (http://stackoverflow.com/a/6840500/1934832):

pip uninstall subvertpy
pip uninstall pysvn
cd /tmp/
wget http:
//www.tigris.org/files/nidaba/documents/1233/49424/pysvn-1.7.10.tar.gz
tar xvzf pysvn-1.7.10.tar.gz
cd pysvn-1.7.10/Source
python setup.py backport
python setup.py configure
make
mkdir /usr/local/lib/python2.7/site-packages/pysvn/
cp pysvn/__init__.py /usr/local/lib/python2.7/site-packages/pysvn/
cp pysvn/_pysvn_2_7.so /usr/local/lib/python2.7/site-packages/pysvn/
