Hi David, Review Board doesn't have this functionality built in. In Review Board 2.5, you could create an extension that conditionally adds CSS/JS to the page to hide the Ship It button. Review Board 3.0 will have a feature that allows you to fully replace all review request actions, so it could be replaced with an action that is not shown to the submitter but functions identically.
