Ishrat, You should be able to directly upgrade to any release. Generic upgrade instructions can be found at https://www.reviewboard.org/docs/manual/2.5/admin/#upgrading-review-board.
While it's rare, things can occasionally go wrong. Make sure to create a backup of your database (and possibly the entire server) before you begin.
