Sorry to hear you're leaving Review Board. If you can tell me, I'm curious
why you're moving?

We don't have a tool for exporting to Phabricator, and I'm not aware of
such a tool (doesn't mean it doesn't exist though).

You could definitely keep Review Board up and running. Like any software,
we do have the occasional security release, but not too frequently and
they're usually pretty minor. Upgrading to new releases is pretty easy as
well. Still, it will require *someone* to do that work on occasion, as
needed.
