How did you try installing pysvn?

Windows is not a supported operating system by us, due to various
compatibility issues within the Python ecosystem on Windows. I'd strongly
encourage using Linux (whether a dedicated system or in a VM -- Linux
Subsystem for Windows 10 also works, but I wouldn't depend on it for
production).

You can also try the self-contained Bitnami Review Board installer for
Windows at https://bitnami.com/stack/reviewboard-plus-powerpack
