Hi Nick, You shouldn't have to compile Apache or mod_wsgi at all. The versions provided by Ubuntu are what you want to use, unless your needs are very specific. It's possible that this is the culprit, as there may be conflicts between compiled and distro-provided pieces here.
This might be trickier now, but ideally you should erase all traces of your compiled Apache and mod_wsgi and install from apt-get instead. Is that an option, or did you need to compile for something else? Pillow is installed automatically when installing Review Board. Given the above, Pillow is less likely to be the problem.
