Hi, The Close as Submitted is hard-coded right below Code as Discarded. It's never conditionally shown or hidden. Given that, there must either be a modification made to the version of Review Board you're using, or there must be a browser extension that's interfering.
Let's start with the browser extension. Can you try running a different browser, or running with all extensions disabled, and see if it shows up?
