I'm sorry you didn't receive a follow-up on this. I don't know which
packages are requested which versions (Python isn't particularly great at
this sort of thing), but you can try downgrading idna to 2.6:
pip install idna==2.6
Or:
easy_install idna==2.6
(Depending on what you use for Review Board/Power Pack.)
Then restart Apache again, see if it's fixed or if something else becomes
an issue.
