I've been trying to investigate any changes that could account for this,
but there's simply nothing in 3.0.11 that should have triggered any
behavior here.

We did have a bug many releases ago that would absolutely cause deadlocks,
but I'm confident we've solved that. We haven't seen any new occurrences of
that bug on any of our servers or on any of the large servers managed by
customers we work with. That was the bug resulting in an "upgrade Djblets"
recommendation, but modern versions all have the fix.

When you restart Apache and view the same diffs, do they load?
