There is an issue introduced by AMBARI-19323, which caused that we have no any
logs for infra-solr-client. (we are not using params as the same as in other
services, because we can setup infra-solr-client in ranger and atlas as
well...also it can happen there is no infra-solr on the cluster but we have
e.g. ranger)
also i did some refactoring
