Hi Sumit,
         Thanks hdfs-site.xml is mainly required to connect Atlas with HBase, 
when Namenode is HA enabled,In that case I will add a dependeny and update the 
patch asap.

The issue is found on HDP-2.6 stacks so skipped hdfs-site.xml creation for 2.5 
stacks, if so will update the patch.
