Add the following two properties for HDP-2.6 upgrades
yarn.resourcemanager.monitor.capacity.preemption.total_preemption_per_round=0.1
yarn.resourcemanager.monitor.capacity.preemption.natural_termination_factor=1
These values will be merged in from the stack automatically with
HDP-2.3,-2.4,-2.5 but need to come in correctly for 2.6.x->2.6.y upgrades.
