During the stack upgrade from BI to HDP, Ranger is not included. It needs to be
added to the upgrade packs.
In general, the following should be true:

BI 4.2.5 --> Ranger 0.6.2
HDP 2.6 --> Ranger 0.7
BI 4.2 to HDP 2.6.2 --> similar to HDP 2.4 to HDP 2.6 upgrade.
BI 4.2.5 to HDP 2.6.2 --> similar to HDP 2.5 to HDP 2.6 upgrade.
