manual steps listed here

to make JDBC(phoenix) works, i.e. to add `export
ZEPPELIN_INTP_CLASSPATH_OVERRIDES="{{external_dependency_conf}}"` in
zeppelin_env_content only in case of upgrade from HDP-2.5 to HDP-2.6
