That's correct.  This is the least complex way to achieve idempotency for 
update events.  I have not yet weighed the effects of this on persistent 
storage, but it could indeed be prohibitive for extremely large jobs.

`RemoveJobUpdates` is the more critical feature for this patch anyhow, so i 
will take a different approach for saving update events and spare any concern 
about storage impact.
