   - [X] Here are some details about my PR, including screenshots of any UI 
changes:
   
   This PR adds an initial callback when user adds a listener to Helix routing 
table. This initial callback will ensure uses are able to perform operations, 
e.g. read routing table data or some other actions, immediately after they add 
the listener instead of waiting for the first data change to trigger the 
callback.

   TestRoutingTableProvider.java
   
   - [ ] The following is the result of the "mvn test" command on the 
appropriate module:
