### Issues - [x] Ask to have a participant side callback when and InstanceOperation is set to SWAP_IN or cleared ### Description Add an IndividualInstanceConfigChange callback handler in the participant manager. It will receive for the given participants instance config only. Using this, the user will be able to configure a custom callback on InstanceConfigChange. Ex use: When InstanceOperation is set to SWAP_IN do something, when InstanceOperation is cleared do something else. ### Tests - [x] Update testNodeSwap to trigger callback handler at beginning in SWAP and after the SWAP is complete ### Changes that Break Backward Compatibility (Optional) NA ### Documentation (Optional) NA ### Commits - My commits all reference appropriate Apache Helix GitHub issues in their subject lines.
