IMPALA-3307: Build CCTZ lib in toolchain This adds the CCTZ library (https://github.com/google/cctz) to the toolchain. 2.2 is the latest release at the time of writing. Includes a patch to CMakeLists.txt to build both shared and static libraries and install them. Testing: CCTZ unit tests passed locally. Built the toolchain on all supported OSes.
