Pick up toolchain with google tcmalloc and jemalloc
This picks up a toolchain that also has builds of
google tcmalloc and jemalloc to test alternative malloc
implementations.
It bumps the version of CMake because it made it easier
to add a CMake build to google tcmalloc.
