IMPALA-14671: Skip test_loaded_tables_metric in non-HDFS builds test_loaded_tables_metric requires running a Hive statement on HiveServer2 which is not started in non-HDFS builds, e.g. Ozone/S3 builds. We should skip the test in such builds.
