IMPALA-13122: [addendum 2] Skip disk ID validation in test_file_metadata_stats
for Ozone
Ozone storage, similar to erasure coding, may not provide disk IDs.
Update the test to skip the host:disk pair stats check when running
on Ozone clusters by checking IS_OZONE in addition to the existing
erasure coding check.
