IMPALA-14972: WIP: Point to Cloudera Releases Maven repo
Impala has used the cloudera-releases-rcs Maven repo for various
Hadoop-related dependencies for a long time. This repo has fallen into
disuse, causing random dependency resolution failures.
This patch updates that repo reference to the currently maintained
Cloudera Mirror repo to avoid such failures.
