IMPALA-15270: Implement Geospatial ST_Buffer Function Using Boost
Moves the implementation of the geospatial ST_Buffer function from
Java to Boost. Adds support for two additional function parameters:
* use_spheroid: boolean indicating if the return should use the
spheroidal buffer polygon for more accurate
representation over the Earth.
* buffer_style: string containing space-separated key-value pairs
that control the shape of the returned polygon.
Testing accomplished by new ctest and query tests with results
checked against PostGIS.
